How do I create my own google chrome theme?

I've been working with Adobe Photoshop and Illustrator for 2 years now, so i have the artistic ability, but how do I start creating a theme for Google Chrome?|||It appears that creating a theme is pretty difficult to do, since you have to dig into the code. But I found some programs that might do the trick for you. Hope you get to create some great themes Michael =)
