What's wrong with my Google Chrome "Options" tab?

I want to get a theme for Google Chrome, but when I open the options tab, it doesn't load fully. I mean, it does, but it doesn't look like it. The "Under The Hood" button and the other ones aren't there, and I'd like to fix it ASAP.|||Try logging off and logging back on...when I have a problem with Google Chrome that usually helps me. If it doesn't work, you can just search in the google search bar "google themes" to get a theme. I'm not awesome with computers...but I'm okay...I usually figure out my solutions on my own. Lol.
